I was shooting my fire lancer at a breach that was forming and the wall was at around 30% one guy jumped the over the wall on his mount and went straight to stairs and did his normal run around taking no damage super fast super damage and defense yes he uses los but whatever his teammates saw him jump the wall then about 20+ AD started trying to also jump it but to no avail only he could easily. Idk was thinking about reporting it but Zos is more concerned with what people say in chat.

There are spots in the terrain where if you jump at the right time with your mount, you will jump very high into the air. Exploit? Yes, but probably not cheating if it was just an example of this.

Terrain wasn't high in that spot and like I said all his teammates saw it and tried to also but couldn't I've played off and on since 2014 and never seen some one jump over a keep wall that was still up that high.

Could due to lag as well I've got a clip of an outpost front door being hit and it was at 25% and then once it his 20% 30+ players came running through the door I sent the clip in to ZOS and they said it was lag nothing more

There are unfortunately some... interesting locations where the geometry of the terrain CAN cause a person to get extra jump height/speed.... i find them accidentally often, and theres a few that seem to be more common, most are useless, some are even a hinderance, but a few break the gameplay loop by letting you bypass terrain barriers, and the rubble leading into a wall breach can often provide such strange geometry, though usually to no advantage.

Best course of action is to report the LOCATION of the incident as specifically as possible in a ticket. something like 'Alessia back wall, east of the rear postern, terrain when wall is breached seems to allow players to jump to locations they shouldn't' along with pictures of the location or video if possible. Some players definitely know how to exploit these locations better than others, but such thing does happen accidentally often too.

Additionally, lag/poor performance/location desync does factor in here. Ive run along the outside of a keep with high latency and ended up in the physical wall of a keep after rubberbanding. tonight shortly before my crash I fell through the gatehouse floor while running between a ledge and oiling a ram. I've witnessed players flying and assumed cheats until my partner told me i was floating the other day and screenshotted to show me, like some ledges seemed to make my character elevate like i was running up an invisible hill on her screen, while on my screen things were flat, and it was repeatable on certain surfaces, but only from her POV not mine.(which, I do not want to rule out cheats/exploits/whatever in your particular case, just explaining some possible explanations here). I might still have a screenshot, but the stairs at farmside of aleswell keep one time were just missing a chunk from the middle, one teammate saw the same as me, and ran into the void for a screenshot, while other guildies were above him on the stairs that they saw him running in and out of, as if different assets/geometry are loading for different players. these locations were reported and while I did not notice any patch notes ever regarding these specific issues, I have not witnessed those areas to be a problem since.

    TL;DR-
report the location, it may be an innocent surprise to the player too, performance is so bad its getting hard to tell whats even real anymore.

Super jumping off of objects is very easy

The terrain doesn't have to be high. If there is something bumping up out of the terrain (a fence post, a wall, a rock, etc) it can cause your mount to freak out and jump very high into the air. That's likely what happened here.
