AFK Players should be penalized in a tangible way

There are too many ways to get out of the leaver timer. You can queue for Tales of Tribute or Dungeons, or switch to a toon. AFK players ruin the game, so I think there needs to be a more severe punishment, such as fining players with a bounty or demoting their alliance rank or locking them out of first win bonuses. I also think that finishing a match with less than max players should award a bonus.
