Scribing Altar issues

Is anyone else having problems placing the Scribing Altar? I can't place it anywhere in my guild hall - Gardner House. There's nothing next to it, trying to put in on the second floor. Only item I'm having problems placing so it's interactable.
I was able to place in other houses, both inside next to walls and in the middle of the room, as well as outside in a courtyard. Seems to be specifically Gardner House, which seems weird.
