Relentless Focus Bug in Cyrodiil

As the title states, relentless focus is bugged in Cyrodiil. In PvE there is no Problem with it and it works the way it should be working.
There is an entry from December 2023 that was highlighting this issue but it's not under Bug-Category.

"In short, RF is dropping once your target dies, if you are fighting a group of three NPC's for example that all agro'd at the same time, it will drop once the last mob is dead. When I mean drop, it doesn't fire, it just goes away."
The stacks don't stay like they do with merciless resolve.
A fix would be very much appreciated.
