Daggerfall Covenant Cyrodiil Base Make No Sense

This is a silly topic really but it's always been strange to me that the Daggerfall Covenant wayshrine gates are misaligned with their provinces. The pact and dominion gates make sense because they border Morrowind and Elsweyr, shouldn't the covenant gates be renamed to Northern and Southern Hammerfell gates? If this were the case then I'm guessing the covenant bases would have to be redone to fit a more desert aesthetic which is why they haven't been renamed as such? Just a silly little discussion really and makes no actual difference to gameplay but one I've always found curious nonetheless!
