I'm confused by nightblade skill changes

- So, now, my killer's blade skill has a padlock overlaying the skill icon. It seems like I can still use the skill, but I'm unsure whether I can move it to a different spot(?)
- Shouldn't the passives apply regardless of whether you'r on the skill bar that has the enabling skill? Now, my health and magicka change significantly, based on which bar I'm on (not to mention my crit chance).
