Battlegrounds deserter penalty when *someone else* declines?

Happened about 20 minutes ago, so 2:45PM ish AZ time/PDT.
I queued for a babyground (under 50 bgs), trying to level a new toon. Queue popped, and I accepted. Waitied about 5 seconds, and then queue disappeared. Instead of getting the normal "you have been placed at the front of the queue" message, I instead was treated like the one who declined, and received a deserter penalty. I know for fact I didn't decline it, so I'm confused. Also I was not grouped with anyone at the time.
