Torc of the Ayleid King leads bugged?

I'm on Xbox NA and have earned about 100k of the IA currency so far and probably spent at least 20-30 hours here. I haven't had a single lead for the Torc drop. Is the drop rate bugged and is this going to be fixed in a future patch? I'm sorry but I'm not going to spend hundreds of hours of my life trying to earn 1-item. If the drop rate isn't bugged then it needs to be changed by a very large margin.
