Damage and highest stat regen vs added

Hello,

For ESO stat scaling am I better off to take a set that increases let say my max Stamina to do more damage or a regen set to sustain me?

Enternal vigor increases regen

2 items: Adds 129 Magicka Recovery
3 items: Adds 129 Stamina Recovery
4 items: Adds 129 Health Recovery
5 items: Adds 337 Stamina and Magicka Recovery while your Health is above 50%. Adds 1011 Health Recovery while your Health is 50% or less.

But would I do more damage using Draugr Hulk:

2 items: Adds 1096 Maximum Stamina
3 items: Adds 1096 Maximum Stamina
4 items: Adds 1096 Maximum Stamina
5 items: Adds 2550 Maximum Stamina

Correct?

Or use both?

Thoughts?

    I feel like the longer the fight the more important Regen is. But it all depends on the build and the content you're doing.

    Damage, unless you're struggling with sustain and other options (food, cp, passives, potions, etc.) aren't working.

    Are you talking PvP again? Or PvE?

    In PvE, you never take sustain sets. Full stop. No discussion. Any armor slot that isn't a buff to damage is a waste and disrespect for your team mates.

    In PvP it totally depends on your playstyle. If you are always in the thick if a fight and need to blocksprintbreakfree all the time, then a Sustain set is probably a good choice, for your backbar.
    However, there are other playstyles, that are more damage focused and need only little sustain, because they are rarely threatened. Gankers, for example. Or ranged DPS.
    Or maybe you have a sustain tool, like Stamina Sorcerers with Dark Conversion. That might tip the balance and you can take a damage set again.

    It really depends on you!

    I basically agree, but there are possible exceptions. Vet Asylum + 2, for example, can be very hard on resources. I've seen players make Coral Riptide work, which means they probably weren't running a regen set, but you need to be extremely comfortable with your build and the content in that case. There are a few other examples like that, though generally you won't run a whole sustain set, like Eternal Vigor, as a group DD. If you're experienced I would agree that you never do.

    @Zama666 Building for high stamina isn't a thing anymore, full stop. Building for magicka would be different. There are skills and passives that boost magicka by a percentage, which can make magicka (almost) competitive with weapon / spell damage for damage production. You might build for high magicka on a PvP sorc, because shields scale from magicka and the magicka percentage boosts work out well on that class. However, I can think of no case where building for high stamina would beat building for weapon / spell damage. This is because Major + Minor Brutality / Sorcery buffs the crap out of weapon / spell damage, e.g. by +30% if you have both buffs. Continuous Attack adds another +20% in PvP. You don't get buffs like that for your stamina, so building for stamina is just bad. The only reason why you might do so is to make the Esoteric Greaves work better, but that's mostly a mythic for Infinite Archive and PvP, and for magicka classes or tanks to be honest.

    Solo play is different. If you just want to do the vet solo arenas, those can be done most efficiently with a full or almost full damage build and typically no sustain beyond food. On the other hand some sustain can make that content more comfortable, but would typically come from Vicious Ophidian or False God, if you had those sets. Or something like Overwhelming Surge, e.g. a damage set with some sustain (I know it's a mag set, just an example).

    If you intend to solo harder stuff beyond those arenas, e.g. stuff that wasn't intended to be soloed, then sustain or even health regen sets, like Eternal Vigor, may be an option, cause it's basically uncharted territory and the game is pretty varied. For example 2H Brawler builds are very stamina hungry. Pairing a sustain set with a 2H Brawler build can be efficient at letting you solo stuff either in comfort, or stuff that can hardly be soloed otherwise at all, such as arena 1 of vet Blackrose Prison. It might also be an option for an Infinite Archive build, although you can get sustain visions there and you have specific problems that would not really be solved by Eternal Vigor.
    In PvP it totally depends on your playstyle.
    Indeed and @Zama666 in PvP the preferred sustain set is Wretched Vitality, because it can be single-barred, and because health regen is subject to Battle Spirit and not very effective in PvP anymore. Eternal Vigor is, therefore, not typically used anymore.

    If you are talking PVE, then ignore sustain. You can sustain from potions, heavy attacks, and synergies (or you should be able to).

    In PVP, sustain is super important for nearly every build with MAYBE the exception of gankers and bombers who have high burst damage and aren't looking to engage in long drawn out engagements.
