Xbox eu, my subscription has ended fro this month and I can't renew, I keep getting in a loop with the Xbox store and not being given the option to purchase??

Per this article, you may want to try purchasing it through your web browser rather than the console itself if you are running into issues.

[I can't buy on the browser as I'm not in the US and doesn't give option to change region...

It looks like there is a button in the bottom left of the page to switch regions. From there you can search for the ESO Plus store page for your region.
