Apocryphal Well Leads Fix

Please, for the love of the Godhead, fix the droprate for the apocryphal well leads. I made posts about this years ago and it's still bad. It's been THOUSANDS of maps. The drop rate is either broken or has a decimal and a few zeros too many.
