✭✭✭✭✭according to the UESP documentation, the house was previously available july of 2023
it hasnt been off the market for "years" as its also documented that this was available at least once a year since 2021

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (fully filled out with current game), as well as almost every antiquity furnishing on display to preview them
in progress: acquiring mundus stones (currently only have the thief)
feel free to stop by and use the facilities2 -

Alastrine✭✭✭✭Usually they will only offer this house when there is a Dark Brotherhood event. I would suspect that is the only time you will see it being offered.
There is usually a DB / TG (Thieves Guild) event once a year - hence why the house has been offered once a year in the past.
As Necrotech_Master said, who knows what the planned event rotation is.0 -

there was the Guilds and Glory event this year's January, but before that the last Dark Brotherhood event was in 2019.
