two levels/values of scripts??

I have two distinct "levels" of the same scripts. For instance, I have two flame damage scripts. They are identical except for: one is worth 3g (merchant price), and I can learn it on my lower-level characters, and the other is worth 28g, and I can only learn it on my level 50 characters. Does anyone know why this is? Is it intentional? Where do the lower-level scripts drop?

✭It's been fixed/patched on the PTS. Scripts will be universal, and valued at 999gold/per.
