You're right. That should be made a separate achievement: "Find the dremora you're allowed to pet." Proposing it to all other dremora will result in an immediate attack. So you'll have to roam all planes of Oblivion to find the right one. Oblivion portals in the living room are a very ugly thing, I'm speaking from experience! Although having them in the bedroom is even worse, if you ask me. Almost as awful as having a confetti horse suspended above your bed while you sleep and the whole thing going horribly wrong, the ropes tearing, and you almost end up getting crushed to death by confetti horse butt (Sorry, Gothren! I told you it wasn't intentional!).

Yes, I'm bothered by this too. All those poor creatures receiving little affection because they're highly aggressive, permanently on fire, emitting lethal toxins or electric shocks or made of caustic green neon jelly... Something has to be done about that. Although I'm absolutely sure that there are many people who would love to pet these animals on a regular basis, if their special nature wouldn't be highly life-threatening. Maybe one could invent some kind of protection... a special armor that decreases the wearer's risk of getting killed by these effects by a few percent? Of course, thorough testing would be neccessary.
