New Steam Install Not Launching ESO

When I attempt to launch ESO through Steam, I receive the message "An error occurred while launching this game : Missing game executable - C:\Steam\steamapps\common\Zenimax Online\zosSteamStarter.exe." I can confirm that zosSteamStarter.exe is in the specified folder, and does launch the launcher when clicked on, though at the logon screen it is unable to initialize the connection with Steam.
