PSA: You can get War Horn during Whitestakes Mayhem by only doing the Cyrodiil tutorial.

If you also pop a White Gold War Torte and to the tutorial during the event it will get you to rank 4. So if you don't like pvp but want to level a healer/tank well now's your chance to get War Horn without needing to do any pvp at all.
You can also use Mora's Whispers to get another 10% more Alliance xp. I used it when I did my test and wound up with 8620 more alliance xp than I needed with only a 9% boost from Mora. So you most likely don't even need that for rank 4. But if my calculation is off then you'll still be super close to Rank 4. Enough where the 4K Alliance points total you get from the daily logins coming up will be enough.

Last time I checked a white gold war torte only cost about 350k from vendors too.
