Dungeon Finder stalling in certain cases

I've been duo-queueing for pledges with a buddy as Tank+Heal for the last few weeks, when we are on the final pledge the Dungeon Finder outright refuses to create a group.
This is very easy to re-create:
Heal + Tank queueing for 3 pledge dungeons -> instaqueue
Heal + Tank queueing for 2 pledge dungeons -> instaqueue
Heal + Tank queueing for 1 pledge dungeon -> queue never fires (we aborted after 10 minutes)
Heal + Tank queueing for 1 pledge dungeon + 1 random other dungeon -> instaqueue (9 out of 10 times the pledge dungeon that didn't work before)
Also when you have a 3 player group with Heal+Tank+DD the Dungeon Finder struggles to create a group unless the DD is the one initiating the queue.
