In PvP I put my templar recently into Order's wrath, Tarnished, Saint + Seducer and one piece Balorgh. It was quite effective. The tarnished would proc on the first part of a fight and then when you start your beam, it procs again and you get a big burst.
Of course the build is all damage so it's squishy, but it was fun. Also since very few people are running Plaguebreak these days, the purce heal is very strong in PvP especiall against oils/cold fire

Are you sure that's a "templar" rather than a collection of proc sets?

In PvE it’s still not great. Templars took a massive dps hit after the changes, there’s a reason why certain builds dont use jabs
