Okay, so I just finished the quest. I accepted the quest from the High Elf Mage Lenandor. Of course, Louna wasn't at the location of the raft. I entered the Dungeon, walked around, realized I couldn't progress the quest so I left the Delve. I abandoned the quest at the location of the raft and viola, Louna appeared. Hopefully this'll work for you as well.
