in some ways yes, the other thing about them is they just become extremely predictable with what they will do
the novice ones like to remove all of the cards in their deck, though the AI was updated in gold road so they dont do this as much, but they still do make dumb choices, like using the treasury to turn a good card into a writ of coin
i mostly use rahjin + red eagle against the npcs because they predictably gimp themselves every time

It's more the case that the AI isn't smart enough to recognize when a particular decision that would be a good one under other circumstances is actually a bad one under the present circumstances-- in other words, an inability to adapt its strategies to fit the current situation.
Frankly, although I sometimes wish the AI were more adaptive and challenging, I think most players enjoy winning, and a lot of players might get upset if the AI were "too smart."
