A "simple" fix for necro

I targeted the main problems that I see on necromancer in pvp :
-Not enough burst
-No real way to use corpses to deal dammage
-Useless abilities

So I chose the stamina morph of death scythe, a useless pvp and pve ability, made it use corpses and allow for burst potential
Ruinous scythe
No longer applies Hemorrhaging nor heals you and split the cost between stamina and magicka.
Hits enemies in front of you for 1300 poison damage (reduced first hit damage a bit). Sets enemies hit Off Balance and consumes up to 2 nearby corpses to summon up to 2 skeletal arms under a tab targeted enemy (or the nearest enemy).The arms hit your enemy with a scythe 1 second after your attack (if it's within range), dealing 1300 frost damage each.

Why I think it would work:
pvp : Obvious burst combo : blastbones>scythe>medium weave>dawnbreaker. It isn't op because the arms would be static and you could dodge them but I guess the exact tooltip damage could be changed.

pve : You wouldn't benefit from this on a parse dummy because boneyard and syphon both deal more dammage than it and you wouldn't be able to generate enough corpses. That said, I could see people using it on trash pulls in trials, tab targeting major adds and using the small dead adds to fuel this semi spammable.

It would make necro feel cool, something that is really important to make players want to use it. You would also finally draw power from corpses and not just use a green rope that happens to be on something you killed (seriously this is the only dammage focused ability that you use on a corpse, how does that fit the necromancer playstyle ?!). Imagine the animation for the 2 skeletal hands attacking together, I imagine something like incap where the scythes make a cross.
Of course I'm talking to myself here, and zos is probaly starting to find ways to nerf necros after the "buff" of u43 to make sure it stays terrible..

    Yes, it would take some time to make this skill but I think that zos could do it : we got an entire class last year and many new skills with Gold Road. Necromancer feels unfinished right now, maybe this change would make it better (besides, a pvp focused ability would be great for u44)
