I sure would like if likelihood of buffs depended on build (AKA not getting pet buff on classes that have no pets???) but considering you can get the pet ones on classes that have no access to pets, I doubt there's any effect from your build on the rng.

That's a good counterpoint. Do proc sets that produce temporary third party stuff that attacks (morkuldin sword, the crows from that darkness set) count as pets for this I wonder?
To be absolutely clear, I am not saying ZOS do anything like this. However, interesting video:

She's on a 64 pt magic build that emphasizes the use of a weakening staff, I am on a 64 pt health build that emphasizes focused efforts. Today she was offered 4 Focused Efforts over 6 arcs, and I got 1. The first run I got 1, she was offered several, and the last run I was offered zero and she was offered eight.
Is this just awful RNG or do you guys notice the likelihood being dependent on build? It's getting to the point where this being strictly RNG is...unlikely. Maybe a tweak was made?
It is beyond me how Zos hasn't addressed FE yet. No other vision comes close to its power level, and its single handedly making deep runs possible without them takin forever.
For the record, I'd like other visions buffed to similar level. This fishing for FE to get a decent run sucks out all the fun for IA.
