Best bet is not to buy crowns. Then you don't have to worry about this issue.
Apologies for the cynicism, but with the default setting for crown gifting being set to "off" it's pretty apparent ZOS is doing their level best to limit crown gifting as much as possible.
If they don't resolve your issue in a time frame you are happy with you can request and get a refund for your crown bundle purchase.

Mine has been "waiting on agent" since the 10th of June...
You might try posting your ticket numbers here and tagging some of the forum staff, who might be able to check on your tickets. Though I doubt that will speed things up substantially.
Idk if customer support has been cut back / is overwhelmed, or if crown gifting is just a really low priority for them or what, but there are certainly more and more complaints on here about tickets not being addressed in a timely manner. It's concerning to say the least.
@ZOS_Bill@ZOS_Kraken Could someone please look into or escalate my ticket? I've recently interested my father and ex GF in the game and I really want to gift them a few things. I did not even realize I needed special permission for gifting until 14 days ago. This whole thing is fairly upsetting.
