Question regarding glyph

I crafted a glyph of +17 magicka which could be used on items between levels 5-15, however when I applied it to my armor (lvl 12) it only added +6 magicka. Am I missing something here?

I'm not sure if it's a bug or not. Similarly, I purchased petty glyphs of health +25, but on my gloves, belt, boots, shoulders, helmet, it only gave me +10 health each.

I am not an expert on enchantment, just dabbled, but the equipment, is it white, green, purple, etc?

That might be it. It might be +17 on a blue item?
