I found a Rededication Shrine to Mara in Daggerfall for my Nord and nothing happens.

You're using the wrong shrine. Mara is where you use the Pledge of Mara item to "marry" another player. You're looking for Stendarr/Akatosh or whatever name they're given in other zones/stories.

Ground Flood Eldenroot, three shrines. One for Mara to marry another player with a ring of mara, one for Stendar for changing skills and one for Akatosh for changing attributes. NO level requirements. Just GOLD!

Warning that it gets more expensive as you level to reset skills. So reset before max if you can.

Confusingly there are 3 types of shrines called Rededication Shrine on the map, the one you found is for using the Ring of Mara to 'marry' another player, the other two let you reset skill points and attributes. Confusingly they all have different names because they're dedicated to local deities. It's lore friendly but makes finding the right one more complicated, especially if you're not famililar with TES lore.

There aren't any respec shrines in Daggerfall. I think the closest ones are in Wayrest in Stormhaven. If you go to the docks in the north west of Daggerfall there will be a navigator who can take you there (probably on the little island by the lighthouse), or you can use a wayshrine if you have one unlocked or teleport to a player in your guild who is already there.

There is no level requirement and you don't need ESO+, but it does cost gold and the exact cost is based on how many skill or attribute points you're resetting.

FYI here's a list of everything ESO+ gives you. If something isn't on this list then it's available to everyone:
    • Access to all DLC in the crown store (not the latest chapter).
    • The craft bag - unlimited crafting material storage space.
    • Double bank space.
    • Double furnishing spaces in all houses.
    • Double transmutation crystal space.
    • 10% extra XP, crafting XP, gold (from direct drops only), and 10% faster trait research.
    • Costume dying without having to use dye stamps.
    • 1650 crowns per month.
    • Free items and discounts in the crown store.

I often see people assuming other things are ESO+ exclusive (most often login rewards or endeavours) and I think whether you have it or not it's worth knowing what's included.

    Hello!

Pro tip: You do not have to use the shrine to reset your skills.

Go to one of your free appartments, place the free armory station which you can buy from the in-house-shop: you can activate your second free build (which is empty) at that station and all your skills will be reset. You can then choose your skills again, and save your build in the first armory slot!

    Enjoy your free skill reset.

    Edit: typo's, so many typo's.

I found a Rededication Shrine to Mara in Daggerfall for my Nord and nothing happens.

    https://eso-hub.com/en/guides/how-to-respec-atrributes-skills-morphs-guide-in-eso

You have a free armoury station that you can get as a furniture item for your house. Get it from Crown Store free of charge.

    Here how to use it:

    https://eso-hub.com/en/guides/the-armory-ingame-build-saver

If you use an empty template you will reset everything on your character, so keep one template totally empty so you can reset skills, character attributes and Champion Point without needing to pay Gold.

I forgot to mention as other have in this thread that you will get Respec Scrolls while you level up your character which is Character Bound (you can't move those to another Character).

You also get some Scrolls (and Crow Store item) from Daily log in reward over time. If you do Daily endeavors which reward you Seals then you can also purchase some Crown Store item (Endeavor section if you open Crow Store) for Seals which can be useful if you want to level up mount faster or need some items like Scroll for Character or for Crafting (cut down research time). Just make sure to check which Daily Endeavor that will give most reward in Seals (and possible XP or AP depending on event during that time).

    https://eso-hub.com/en/endeavors

If you have got Crown Crates for free (which can happen from events, from different campaign like Twitch have or other companies or from Daily Log In reward) then you can turn some of those items you don't need or want to into Gems which can be used to purchase much of the same items like Seals from Endeavors.

Link explains of Crown Gems work:

    https://help.elderscrollsonline.com/#en/answer/36995

I don't advice to purchase Crown Crates for getting Crown Gems, but you will at least know that it is an option when you get those Crown Crates for free and what you can do with those when you have items you don't need, but rather want to use for other items that can be purchased with Crown gems.

I believe you get free scrolls at level 43. They also have been daily rewards every month or so, sometimes both, sometimes just one or the other. Like last month there were 2 attribute respec ones (at least I *think* it was last month....)

I found a Rededication Shrine to Mara in Daggerfall for my Nord and nothing happens.

The Rededication shrines are in the alliance capitals in the base-game and in the major towns of the chapter expansions. The Shrine to Mara is for "marrying" another player. You use a Pledge of Mara (it's a Crown Store item, but I think I got one as a bonus item somewhere along the line) to get two Rings of Mara, which gives an XP bonus while grouped with the person with the other ring.
I'm fresh out of outrage, but I could muster up some amused annoyance if required.

It’s not dependent on level. While most players invest skill points as they go, making it seem like the cost scales off level, the determining factor is actually how many skill points you have invested at the moment you respec, not your level or how many skill points you have earned.

Easiest to get to are the ones in Vivec city at the temple, there's a shrine right near them, and has 3 column building icon on map,if you don't own other chapters.
