"The permissions for this house has changed" - is that security breach or bug?

Dear Zenimax,

today, teleporting with the character of one of my accounts to the primary residence of my another account
i have got white text message in upper right corner "The permissions for this house has changed"

in my understanding this could be caused by my account owning the house hacked, though unlikely, as permissions were actually NOT changed and i had not discovered any disasterous edits
or this could be ESO bug, though, also unlikely, as the issue has arisen only today and no patches were applied during the recent week.

Please, clarify what the heck was that?

This has been happening for years. I submitted a few bug reports in game, but it seems low priority. I wonder if they found it to be a UI-only issue.

i only noticed it happened if before i had been to the same house, but owned by someone else

As far as i know if you port into a house that you have individual permissions attached to you by owner. You get this message. I for example have decorator permission in one of my friend's houses and whenever i port there i get this message.

this is exactly what happens to me. my 4 accounts are individually set to be Decorators of each others' housing.

now when we decided this message is the glitch, but nit actually a security breach, i would not escalate the ticket.
Still, it would be great if Developers attempt to fix this. Mostly because most (even poor and greedy) of players
have paid hundreds / thousands USD and would worry to receive any potential "account hacked" signs.

This would still be misleading. I see this message literally every time I port into my partner’s house. Nothing has changed for years with permissions.

I sometimes get this porting from one of my own houses to another, even though I haven't changed anything with the permissions and they are all set the same.

I don’t like the way you have to set up permissions for each new house with it asking which house permissions you want that house to inherit. I have no idea what they are for each house, they are probably the same. Maybe that is the deal. You switched from house 1 to house 2 permissions which are set the same but they are actually different permissions in the look up table.

I got this message yesterday when previewing a house I didn't yet own, i.e. I wasn't visiting someone else's house, I was just previewing a house via the Crown Store.
