Companions randomly loose their skill bars

I've noticed this multiple times. For me, it's always been Isobel in the Infinite Archive. Probably because she tanks for me in there, and so the loss of taunt is very noticable.
I've talked to guildies who have also noticed this happen, but I don't remember which companion or the context.
Video of it happening. The boss before Tho'at, Isobel clearly has her skills (you can see her cast Sun Shield) and she has taunt.
I fast forward through a bunch, to show I never edit her skill bar.
At 1:10, Tho'at. No skills, I have to kite Tho'at for the entire fight.
