I tried 3 different types of humanoids and got zero credit.

Only those cultists will give credit. The ones at Wildburn. Only problem is there are only a few of them so it takes too long.

The other human looking npc's aren't humanoids. Supposively.

ZOS should give everyone 100 seals for wasting our time. ZOS is really slipping ... In addition to getting ONE tri potion for a daily reward, THIS.

If you went inside delves, you got screwed. Those didn't count. I left the delve after I noticed and killed 20 near Wendir. Plenty of the recollection members there.

There are a lot of humanoids that count for the endeavor in and around Ontus.

I can confirm that only overland mobs counted, i.e. recollection cultists you encounter in the wild. Those same mob times in instances were bugged. Quite an annoying endeavor.

Go to the quarry near Ontis. There is a whole bunch of them there. A very fast endeavor.
