Is Legacy of the Three quest completion pop-up bugged at Windridge Cave in Stormhaven?

So I just 100% Stormhaven zone recently (at least I think so according to zone guide, I heard there're quests not counted in the guide). My last quest was at a place called Windridge Cave.
When I "turned in" the quest at the end, the NPC guy teleported me out of the cave. But there's no quest completion pop-up. Being a person with mild OCD, it annoys me just a little bit. I checked the zone guide afterwards, I did get all of them done.
Is it a bug? Does anyone else encounter this before?
