Scribing and alts

Hey folks, I am so confused/frustrated but maybe I am doing something wrong :pensive:

I have run the full gamut of quests for scribing on my crafter/harvester toon thinking initially that like crafting I could collect all the needed supplies for my alts with him.

Needless to say that was not the case- and I NEED to get the goodies on my trial toon. I read that happily I would not have to grind the entire scribing story to unlock for her, Well I did the first part and yup, I unlocked the scriptorium. Did the same on other alts I planned to get scripted up too. Then today I figured I would go use some of the stash of scripting materials I have banked to get my healer set up with:

1.Elemental explosion
2.Magic Damage
3. Assassin's Misery
4. Off Balance

Now I have all these goodies IN my inventory, pulled out of my bank where I had been colecting them.
I have a ton of ink.

I go to the completely unlocked altar to make the goods on my healer/second toon....aaaand it tells me that under 'affix script' there are "no scripts unlocked'.
Please tell me this is a bug and ZoS does not expect us to grind with each toon individually for crafting items we gain on another? I have all the items on me. It is not letting me make the item. Halp?
...17 toons. I promise..I won't make more....ok I may have an alt problem.

    OMG....literally 2 hours googling, asking in zone and guilds....
    ...17 toons. I promise..I won't make more....ok I may have an alt problem.

    Yeah, they are learned. You just need to learn them once per character.
