The new launcher automatically resets your preferences and hides the PTS environment, but it will still download the PTS updates in the background. The new message "The latest game launch has failed" you get when trying to log into the Live server is because the new launcher is detecting too much data being transferred, and you're getting timed out by some trigger.
You have to go into the settings and select "Show PTS environment," And then you will see that it's trying to download the multi-gig update in the background. You then have to find the setting which has defaulted to automatic downloading, and change it to "Never." Close the launcher, reopen it, and you should be able to log into the regular game with no problem.
I always cringe when I see that folks are repairing or reinstalling the game, because usually it's just something simple. The new notification about not being able to play due to corrupted files is somewhat of an amputate the arm to get rid of a blister on the finger solution. And in this case, even if you reinstall the game, you will still have the problem with the new launcher trying to download the PTS in the background and timing out your efforts to get into Live. The best solution would be for ZOS to have set the new updated launcher default settings to never automatically download PTS files in the background until players turn it on.
