Jewelry crafting stations (Summerset) and transmute stations (Clockwork City) still require real money to use? At a bare minimum, these need to become part of the base game to not impede player activities or betray expectations of TES players.

You’re not understanding. The players who ESO wants to lure in are not currently following the game. They don’t care. They’re gone, but there is a chance that in a year, or two years, or three years they’ll log back on. A daily reward is irrelevant to them, but having brand new dlc when they log in can excite them.

I think that Imperial City and Morrowind are the only DLC/Chapters that became base game. Every other "free" DLC has been an opportunity that came up for the people where were there at the time, and gone afterwards. People have to be here to get it. If it is in the base game, people don't have to be here. They might get excited, but they might also put off returning and ultimately figure that it will just be there whenever they do return. FOMO gets them here now, which is a step beyond just making it base game. It also encourages players to keep tabs on what ESO is doing in case there are more free DLC in the future.
I suspect it works because they keep doing it. So, yeah, I believe that I do understand.
