[BUG] - Louna is missing for the Pursuit of Freedom Quest

I've logged out of the zone, logged out of the game several times and she still is not at the raft near Walefall. Sure I can go to Walefall but nothing to get there but a boss. This quest has you find several items and someone she is trying to rescue. Nothing present as she has evidently fallen off her raft and drown at sea.

Seravi✭✭✭✭✭So I found that if you accept the quest from the elf at the cave entrance you cannot see Louna. I just abandoned the quest and she is by the raft with the quest available.
Still a bug as I have many times accepted the quest from the elf with no issue. Glad to know she didn't drown. 0
