All containers unlootable except safeboxes are unlootable in locked homes in Vashabar

I have broken into two homes in Vashabar and did find safeboxes and a few containers. However the containers are absolutely and as fas I see without exception unlootable.
I think this is in contradiction to anything else in ESO that houses that you have to lockpick yourself into have all containers unlootbale with the sole exception of safeboxes.
This should be corrected I think.
