Are scribing items per character or across account?

Do I have to be sure to learn scribing patterns and such on a single character (my main in my case) or can I learn then on any character and have them apply to everyone?

✭Scripts and grimoires are learnt per character. However, once one character learns a script/grimoire, other characters can buy it at a heavily reduced price from the Scholarium/IA vendors.0 -

That is what I thought. So I have to funnel them all to 1 character. Annoying but good to know.PC
