Pickpocketing cap/cooldown in West Weald?

I know this isn't a big deal for most players but...

I noticed a few times in the last few days that after about ~1 hour of going around thieving (i.e. safeboxes, breaking into houses and looting containers), and pickpocketing NPCs along the way, that every single NPC's pockets in the zone will be displayed as empty. At first I thought it was someone going around and emptying pockets, so I didn't think much of it, but then I realized that even the guards and NPCs that seem more difficult to pickpocket than worth it for most players were also empty. I went from Skingrad to Ontus and all the NPCs there were also empty. I then killed a few NPCs and waited for them to respawn and their pockets were still empty. Leaving the zone, and going to Deshaan, no NPCs had empty pockets. That's when I realized something was specifically different about West Weald.

I took a break and came back about 25 minutes later and everyone's still got empty pockets.

What gives? Is this intentional? There are way better ways to make gold than the legerdemain skill line so I'm just wondering why this is even a thing. If it was to limit drop rates of blueprints and furnishings from pickpocketing then I get it, but isn't a cooldown on specifically receiving those items from picking pockets a better alternative then just locking me out of pickpocketing anyone in the zone?

    It's not that you're hitting a cooldown. The zone is just bugged as all git out for legerdemain skills.

    A majority of the NPC's often spawning empty even when you first login for the day, so there's no cooldown to consider. Homeowners sometimes spawn empty too. Safeboxes that are constantly "out of range" even though you're standinig right on top of it. A higher than normal rate to fail on 100% pickpocket chances (that bug already existed, but seems to be more prevalent in the new chapter). Skingrad houses without lootable containers (though to be fair, that's not a bug but a design flaw).

    Ooooohhh interesting. Maybe I've just been getting very unlucky cuz every single NPC I check is empty. But yeah, maybe its just bugged. Thanks for letting me know, it makes sense. I hope it gets patched soon if so.

    I saw this same thing in Murkmire back when it released. I remember a discussion about it here on the forums somewhere but don’t remember if a reason was given.
