The Second Era of Scribing reset on Alts, had to repeat

I did the entire quest chain on one character. I then did just the initial part of the quest on 6 alts, and was able to pick up and use all the free Mage's Guild scribing items on all of them, and to see the merchant.
Tonight I wanted to see what I could buy from the merchant and was shocked to see that it wasn't there. I had to pick up the quest a second time and redo it on 5 of my 6 alts. I just hope this doesn't happen again.
