Question about Skill Styling

Hey all, I'm a console player who has yet to see any of the new content. I try to limit myself on spoiling stuff for myself by not watching videos or such, but I like to instead read and listen to general player feedback and images posted here, kind of go in semi-blind.

On the topic of skill styling, from my understanding you can quite literally change the appearance of skills by mainly color, and effect(?) Does this apply to all skills, including the ones scribed, or this is fixed onto already existing skills such as class and guild skills? How are these changes obtained, by open world / achievements or by the crown store? (I'm really hoping the styling does not get monetized but... *sigh*)

I ask because ever since I heard the announcement of this, my first thought was that I can finally get rid of the bright green for the arcanist's skills and change it to a color that will better fit my toon's outfit and skin, as well as the color of the lightning staffs' lightning effect when preforming a heavy attack on enemies. If that's not what skill styling is, it does disappointment me, but what are the things you can change?

It is pretty much changing the color of skills, e.g. your Vigor will be a blue effect instead of yellow.

That said, not every skill has it set up, and the colors are also fixed. They are also from weapon and guild and Alliance War skill lines, so no changing Class skills (at least, not yet). Here's a list of the 22 skills that currently have an alt color option: https://eso-hub.com/en/skill-styling

At launch, all of these are available from achievements. It's likely that we'll see some added later in game and also in the Crown Store.

To add to this, none of the scribing skills are affected by skill styling as of now. Also, it has been 100% confirmed that in the future some styles WILL be monetized.
