Second Era of Scribing on Alternative Characters problem

I am most grateful for any help with this problem, including pointing out a basic step I may have missed or a forum thread where this issue may already have been discussed. But all my alternative characters are currently unable to unlock Scribing.

My main character has completed the full Scribing questline, & I have many Scripts of all types in my Bank.
On alternative characters, I accept the Introductory quest via Upgrade > Scribing
The quest works as expected, and my character closes the five doors in the Scholarium Main Hall.
My character talks to The Crow, and collects the Replacement Crystal.

The Crow tells me to place my hands on the Altar, and the Scribing screen with the four boxes for Grimoires and Scripts appears.
But no Girimories or Scripts are available for my character to Scribe.

When I exit the Scribing screen, the Unstable Altar is glowing, with a quest arrow pointing at it. But when I access the Altar again, I cannot Scribe anything to complete the quest because no Grimoires or Scripts are available.

When I exit the Scholarium, I get two notifications.

Messages: The Crafted Ability Script is not locked.
You have already unlocked this Grimoire.

I have tried various workarounds, such as abandoning the Second Era of Scribing quest and starting again. But my alternative characters appear to be permanently stuck at this stage of the quest, unable to use the Altar and compete the quest.

Currently only my main character has access to Scribing.

Any help or advice gratefully received. Thank you.

I'm afraid the Soul Burst Grimoire is not showing at the Altar, & is not available.

No Grimoires or Scripts are showing, so I remain locked out of Scribing on alternative characters, despite possessing mutual dupilcate Scripts, which are dropping on all of my characters as I complete daily quests etc.

Since I can't complete fhe intro Scribing quest, I also have no access to the NPC vendor in the Scholarium, and therefore cannot try buying additional Grimoires as a workaround.

UPDATE: one step forward, one step back.
Every time I log on, I try to complete the Second Era of Scribing on the alternative characters who have begun the quest.
Yesterday, my Arcanist was finally offered a Grimoire, and then the 3 free Scripts, at the Scribing Altar, and was able to complete the quest & unlock Scribing.
Great, I thought. The bug has gone away.
I switched to my Sorcerer and No, the Grimoire still did not appear when I interacted with the Altar.
This morning, I tried my Sorcerer again, and the Grimoire was available, and the quest is now completed.
So I unlocked the Scribing Intro quest, as per my OP, on my Magblade & Warden. Frustratingly, both are still blocked at the Altar / first Scribing attempt stage. No Grimoire is available, and no Scripts.
On leaving the Scholarium, my alternative characters get two notifications.

Messages: The Crafted Ability Script is not locked.
You have already unlocked this Grimoire.

I will continue to try to complete the quest on these characters when I log on, but it is frustrating to encounter an intermittent bug at the same stage of a core quest to unlock new content.

UPDATE: I have now managed to complete the Second Era of Scribing on all nine of my characters. However, I had to log off & perform a full reboot between every single character and hope the Scribing Altar would make Grimoires & Scripts available. It did not always, even after a reboot.
The intro quests are all done though, which is progress and good.
I’m now grinding through the Grimoire & cheaper Script purchase at the Scholarium vendor, and the Mages free Scripts from Guild Halls, stage.
The issue I now have, which is probably related to my original difficulty in completing the first Scribing at Altar stage of the intro quest, is that it appears to be entirely random whether on pressing K, I can access the Scribing tab.
As I switch between characters, some toons can access Scribing, and some can’t, despite ALL having unlocked it.
On testing at the Altar in the Scholarium, if a character is not currently able to access Scribing in K / Skills, then that character cannot Scribe as no Grimoires or Scripts are made available.
Through trial & error, I have found that the next time I log on, the Scribing tab may be available on that character ,and they can then Scribe.
For clarity, I’m a PC EU player, 2900 CP on all acharacters, and I have no UI addons installed.
