I haven't got any new furnishing plan, even though I went to places like Rustwall and checked every container, tried pickpocketing, entering houses etc. Is it just me, or the devs placed less containers in this zone, and made the drop rate for furnishings much lower? Anyway, I am curious where do you get new plans? I almost gave up.
Depends on the drop location, as different ways to drop plans often have their own cooldowns. I personally find that I'll pick up one of any type of plan per toon per day, but I've also found that depending on the zone, drop rules, and length of farming, I'll get multiples of the same purples a day.
That said, Earlier type plans and older zones (pre-elsweyr), did not have specific cooldown rules as the later zones, so I can say drop 4 purple old dwarven plans on one toon in a farming run if I get lucky. Newer zones with, for example, plans that drop from reward containers for WB, Delve, Incursion, etc., dailies I noticed only one per color per character per day, purples being rarer but following this rule if I get lucky.
Similar with purple motif pages, drop cooldown rules regarding how many and how often you can loot one changes with the zones, so one early zone could have no cooldown (purple dwarven plans from urbs), while one like Wayward Guardian has a hard once a day per account hard cooldown.
Its alot to take into account when comparing specific drops you are lookkng for, but important to note that not all drops are on a single global cooldown.

I started in the Reach, switched to West Weald where the yellow line is. The two zones shared the same cooldown for green plans. They did not have separate cooldowns. Unless I see evidence otherwise, I'll keep assuming all zones share the same cooldowns (one for greens, one for blues, one for purples).

This is absolutely not true. Furnishing plans of each rarity are only on a cooldown with other furnishing plans.

This is the loop I use in the outcast inn. Hope you get some good plans if you decide to farm there.
