Give Vampiric Drain a chance to be an execution ability

I know I already mentioned this topic in my old post, but Vampiric Drain really needs a buff in the form of additional damage, let's give it finishing move, depending on the missing health on target, or simply significantly increase damage when the target is below a certain % of health, it would help players who play vampire to feel better, for those big penalties what vamprie get. And would give, for example, a necro playing on a vampire a execute skill. Also, this could be justified by the fact that the vampire digs his blood magic into the victim, drawing out the last remnants of life force. Well, plus it would look great in pve with the Macabre Vintage set, bursting mobs and getting ultimate points for ultimate form (then it would really be possible to take a closer look at the game through scion forms, gaining ultimate points, since the so unpopular vampiric drain, which you don’t want to look for extra space due to its narrow focus, low damage and the ability to easily interrupt this spell cast, would find a second life)

    It's been suggested a few times before, and I agree that turning it into an execute would make it more useful.
    If we're to go along with the idea, then we're looking at something very similar to Radiant Glory - a channelled execute that heals you, one of the morphs even restoring a resource just like Radiant Glory. Going off UESP, the values are:
    • 8813 Magic Damage over 1.8 seconds.
    • Deals up to 480% more damage to enemies below 50% Health.
    • You heal for 17% of the damage inflicted.
    • You restore up to 480 Magicka per tick (it ticks 3 times for a total of 1440 Magicka).
    Whatever the possible change will look like, it needs to not overshadow Glory as a class-specific skill, because otherwise every class will be given a better version of an already-powerful skill.

    A while ago I thought about giving Vampire skills some kind of synergy with either Bleed damage or the Hemorrhaging status effect both as extra reward for building into the skill line and for thematic relevance, but since Eviscerate+morphs now always apply Hemorrhaging we could try to leverage that with Drain so it doesn't become too broken. In addition to having a scaling damage increase (perhaps in the ballpark of up to 300%-400% more damage under 50% health, but scaling damage is hard to calculate for), it could do an extra 25% to 50% damage to enemies afflicted with the Hemorrhaging status effect, depending on how much you want to leverage this mechanic. This way you could very easily set up the right condition for a Drain execute if you're using a Vampire spammable, and it would last just long enough for you to finish the channel, so this should encourage people to use the two together (thus bringing us closer to the original 2020 ReVamp vision of a more active Vampire playstyle). Besides, it would be quite thematic, as forcefully draining an already bleeding out target would be much faster and easier.
