Gold Road Grand Adventurer achievement bugged?

I'm assuming the scribing quests don't count, and that the daily quests only count the first time you do them, like in other zones.
I've done all the WB and delve dailies, plus the extra delve quests. That should be 18 quests, but the achievement tracker is only showing 11 quests completed.
I had this problem with the Indominable Adventurer achievement and was told it was a "UI issue". It did sort itself out eventually.
