Affix Scripts: what is a "world event" quest

I've never paid much content to open world zone stuff since around 2014. Can someone tell me what events qualify as "world events" for the purpose of getting Affix scripts? Is it killing a world boss, or some sort of quest you have to receive like for fighters guild?

Yes and no. Dolmens qualify for fighter guild coffer, which is one of the sources for scribing scripts. The nine daily sources are:

Mage guild, fighter guild, undaunted delve, any delve daily, any world boss daily, any world event daily = harrowstorms, volcanic vents, the new incursions in West Weald, etc.

Cyrodil any daily quest (town or board), IC any daily

First one on account per day is 100% guaranteed script from coffer, afterwards is rng chance which supposedly is 25% but seems lower to me

Do I have to get some sort of quest to get the affix script reward?

Can anyone confirm where/which zone/event they got affix scripts from? (aside from IC which Ill try next)

The key word is "daily". It's from the daily quest rewards you get for doing the daily quest tied to the World Event; not from the actual event.

Not all of them, Greymoor/Markarth, The Elsweyrs, Necrom, and West Weald for sure have their dolmen/incursion quest next to the worldboss/delve quests, which unlock at like level 15.

As others have pointed out, world events are things like Dark Anchors (dolmens) in the base zones, Geysers in Summerset, Harrowstorms in West Skyrim & The Reach, Oblivion Portals in Blackwood, Vents in High Isle, and Mirrormoor Incursions in West Weald. All of these events have a daily quest you can get to close one or more of them.

The scripts do not drop from the world event chest or boss itself, but from the reward coffer you get when you turn in the daily quest for those type of events.

Most of the daily quest givers for incursions can be unlocked easily and very fast. You merely need access to the respective chapter or DLC, find a pamphlet or letter on a wall and talk to a quest giver near the daily quest givers. They can always be found near the wayshrine in the capital of their region.

A bit of an exception is Summerset, the first region that had such a quest giver. Battlereeve Tanerline will only be there in Alinor and offer the quest to your character once they have done the main zone quest up to the quest named "The Abyssal Cabal".

The same quest giver can also be found in Rimmen in Northern Elsweyr, but there the approach I described above is used.

Blackwood and the Deadlands don't have a daily incursion quest.

The first region to have daily quests like that was Vvardenfell, and for the quest givers there (Beleru and Traylan Omoril in Vivec's Hall of Justice), you originally also had to complete the first zone quest to unlock them. They have since changed that, and now you only need to read the "Adventurers Wanted!" notices.
