Leashing Burst not working at times

I went into the new trial on my tank with some guild members to check it out and test the new skill Leashing Burst. Before we went in, I went around testing near Mournhold and it worked just fine. Love that I no longer have to use Void Bash set to pull enemies and I get to use Masters S&B BUT when we went into the Lucent Citadel the skill worked at the beginning but didn`t work most of the time for the rest of the trial. I could tell that the buffs were working because they were being displayed but the pull effect didn`t work most of the time.
