Horse riding speed

Has anybody else noticed that horse riding speed seems "slower"?
I can push my "run" key for top speed, and it doesn't seem like it boosts the speed like it used to before this patch.
I have guild mates and friends that say the same thing.
Did I miss something in the patch notes?

You can measure your speed using Minimap by Fyrakin or Bandit UI. So far my speed is the same (~287% with all buffs).

No I've also have random occurrances od sprint not working at all. In both PVE and PVP
