If you buy Collection: Gold Road you get all the previous chapters. (It was the same with previous chapters too.)

What confuses me is it says it includes all major Chapter zones and quests. Does this include DLCs?

I agree. They have various bundles but they need a mega dlc bundle.
Would many buy it? I got Elsweyr with the previous chapters and then have been ESO+ and getting the chapter upgrades ever since. In addition, various DLCs have been given away during events and login rewards so I already have several permanently unlocked in addition to having ESO+. Given all this, and that many who have been playing for a while will have similar, I can’t imagine that a mega bundle would be an attractive way to complete one’s collection unless it was prorated (which I wouldn’t expect).

Yes Gold Road continues on from Necrom, but I don't believe I read anywhere that it was a requirement to have completed the main Necrom storyline before being able to fully complete the Gold Road one.

They do not pro-rate bundles, it's all or nothing.
For example: Guilds and Glory - 4000 Crowns, regardless of how many of the sub DLC you own.

Oh, are those bundles prorated? I had thought I remembered reading complaints that they weren’t. I could be mistaken.
