The Second Era of Scribing quest not showing up on the second alt I'm trying to do it with

I know this alt has not yet done it. I've completed the entire questline on one character, and done the first quest on one alt so far. This second alt went to the Skingrad mages guild but the quest giver is not there. When I look at the Scholarium on the map, it is blank, no wayshrine to go to. Any ideas?

✭✭UPDATE: Never mind, a kind soul in Tamriel pointed me to a posted flyer outside of town that gave me the quest
