she is right near broken promises cave, just slightly to the right of the map icon

Update: apparently there's something we have to do first because this is pretty much all she says

my guess is you have to unlock the st alessia tribute deck, along with potentially completing the main west weald story (which is actually mostly required to unlock the tribute deck to begin with, so not sure if its a combined requirement or just unlocking the deck is enough)

i havent gone back to visit her yet after finishing the story quests/unlocking the deck

I've got the deck completed now, not gone back to the npc yet. Interestingly the fragment of the deck that is supposed to drop from public dungeon bosses dropped from killing Vargas

Update: unlocking the Alessia deck was the key

Unlocking the deck alone does not do the trick.

If you listen to what she says you realize she's somewhat occupied.

My twink with max tribune level could not make her play, my main char, which has completed the main quest, could.
