No option to chose a restoration staff in coldharbour?

I just created a new character, a templar, but unlike in the BETA, I found there were no restoration staffs when it came to choosing my first weapon in coldharbour (only a mace, a sword and a destruction staff).
I know I can create one at a later date or loot one but I'm just wondering if this is normal

Yeah, they didn't include it in the beginning. I guess they figured no one would be getting beaten on hard enough that they would need to restore health.
Even though it would've been nice to begin levelling restoration as soon as possible.1 -

Exactly, I wanted to start levelling up the restoration from the start without having to source a staff myself. Just a weird disadvantage of playing Templar I suppose !Azourelle, a V2 Imperial Templar and loyal protector of Queen Ayrenn.
