There's another thread about this. Some people are experiencing it, some aren't. I'm experiencing it. It's the transition between logging in (the client accepts your userid and password) and the character screen that takes longer than it used to. Not a big deal because it still only takes about 15-20 seconds, but it used to take less than 5s. Transitioning between zones in-game isn't taking longer.
Post-patch loading screens tend to be longer at first, probably because the game is making new cache files somewhere on your PC.

Below is my rig. ESO is but a flea bite to my system so I notice when weird things like this happen. I deleted the shader file and let it build another one, same issues. Only long loading screen I have, LOL!
